C.J. MacLellan & Associates provided a harbour development plan for the Bay St. Lawrence Harbour in 1998.  The project included developing a layout for co-existent commercial and recreational use. Also, a marketing component was undertaken to determine the harbour improvements required to generate sustainable revenue. A resultant implementation plan, capital cost estimate,  and a twelve year cashflow projection table were developed for the recommended layout selected through the Harbour Authority feedback generated by two public meetings.
